Answer: B. The first priority is always separation of traffic, and these two aircraft are in direct conflict. This is a trick question, because aircraft 5 (N156BA) shows "EMRG" (emergency) in the datablock, and really you need more information to answer this question fully. EMRG in the datablock means the pilot has selected a transponder code of 7700 (the code for emergency)... but why?? Why wouldn't he just tell you? And while emergencies generally take top priority, there is probably nothing you can do for this aircraft, so B is the answer they are looking for.
